It is used to manage Pluggable Database (PDB) resource consumption within a Container Database (CDB). Control of resources within Maintenance Windows in Oracle is also controlled by the Resource Manager.

waits appearing if you have enabled scheduled maintenance window.
Review the resource manager configuration and throttling information to ensure appropriate resources are given to your database.
If server resources are not in short supply, look for throttling within the database for CPU, IO or parallel query resources.
